the most generic thing I can think of is: Automatic Train Command/Control System

You can probably find this sort of stuff under "Eurodicautom" since the good old railway dictionary was loaded on to that site

Well, Eurodicautom has "train protection", and gives a description (in German) that matches what is going on in my text. So you get the points for suggesting Eurodicautom.

I know I am supposed to wait 24 hours, but it's getting urgent and I haven't got time to cheryl around.

BTW Eurodicautom is just as much a pain in the arse to use as I remember it, but there is some useful stuff there.
