power adjustment

If Leistungsstellung = Leistungseinstellung then you could use power adjustment or tuning.
Can't help with Pumpenrad.

Power control

According to Siemens Dict. for Industrial Electrical Engineering Leistungssteller is a power controller or power control unit. With regard to your context, you have to decide if this is an action or a device. In German, especially electrical engineering, the -ung ending can also refer to a device, ie. Spannungsregelung is voltage regulator or voltage control. Control is good, since it has both meanings in English.
