... would be my educated guess (if your terminology is strictly SAP) on the basis of my large SAP glossary where almost all German compound nouns containing "Strecken-" are translated as "third-party..." (example: Streckenauftrag = third-party order).
Again, I'd like to ask you to provide more context. Is this about a shortage of in-house supplies, so the company had to procure material from a third party/external supplier?
