I'm not sure what is meant by 'wucherndes Gras'.
Is it specifically a weed, and if so, can I translate it as crab grass (US EN)? -- It seems removing lawn weeds 3x a year is excessive, but is that how it's done in warmer climates?
Or conversely, is it possible for the whole phrase to just mean "mow the lawn 3x a year", could it be done that seldom in a dry climate?

It DOES mean "rampant", almost "out-of-control", but I think in English we would just say "the [this type of] grass grows extremely fast [is extremely fast-growing] and must be scythed three times a year"/"kept under control by scything three times a year".

I don't think you can tell from this sentence that a specific weed is meant...i really think it's just a particularly fast-growing type of grass.

It depends entirely on how scientific you need to be, but given that yuo say the context is real estate I'm assuming that it's simply about property maintenance and not about the biology of a particular type of grass seed - so I'd be tempted just to refer to the long grass as that would be a very standard term in English. If you are indeed talking about maintaining grass round a property, than cutting 3 times a year is in fact very minimal, so I wouldn't call the grass particularly fast-growing - there's hardly any grass that would let you get away with less than 3 cuts a year - all grass just gets naturally long and it could be that that is all the text is referring to.
