Background info - not for points Explanation: Ausgleichszahlung zum Abbau der Fehlsubventionierung im Wohnungswesen - bisher: Fehlbelegungsabgabe Fixed-price housing Flats let at low-price rents. Rents are supposed to just cover costs. The state paid part of the construction costs of these flats. People living with less than a certain threshold of income are entitled to a Sozialwohnung.
