This sentence has been causing trouble. I have:

The samples identified by XXX and the fulfilment of inspection specifications in accordance with the Technical Inspection Agency Certificate are decisive for the quality of workmanship

What do you think about maßgebend here? I've looked in the glossaries and it's another slippery one.
