Does the term mean the same thing as submitting an offer or quotation?

Explanation:
This is indeed the submission of a quotation or offer (depending on the extra context), but in this case I think I'd just call it a quotation as I think that it is clear from the context that this is submitted, i.e. so you'd have your quotation, quotation acceptances and order confirmations.
