Die Bank wird in der ersten Woche nach dem Zuflusstag prüfen, ob eine Anforderung der Zinsabschlagsteuer (ZASt) und des Solidaritätzszuschlages (Soli) bei einer fälligen Ausschüttung eines thesaurierenden Fonds möglich ist. Does this refer to the accrual date?

It is more logical. One can effect ZASt and Soli only after the money has accrued. Once a cheque is deposited in an account it may take a few days for it to be credited, provided it does not bounce. Hence one has to await the accrual. Asker's guess seems to be right.

day of funds flow

I don´t think it´s accrual, I think it´s the day the money is credited to the account.

It being thesaurieriend, this means the day it is credited to the investor´s account with the fund. The day of the Ausschüttung.

but in the US, it's 'date of clearance', i.e. when the check has cleared or has been credited to the account
