The phrases "13er Bogen" and "20er Bogen" appear with frequency in a series of letters, written by a Jewish woman in Vienna in 1941. They relate in some way to obtaining permission to leave the country, I believe:

"Soeben bringt der liebe Vater 2 13er Bögen von Schotten, die wir gleich morgen ans Konsulat senden wollen. Ob wir Antwort bekommen werden, wissen wir natürlich nicht."

"Jetzt fällt mir gerade ein, daß ich Dich fragen wollte, wer eigentlich als Affidavitgeber fungiert. Auf dem 13er Bogen konnten wir die Anfrage nach dem Affidavitaussteller nur mit 'Schindler' beantworten, da wir Näheres nicht wußten."

"Dagegen erhielt der liebe Vater Antwort auf den 13er Bogen, daß der Fall behandelt werden könnte, wenn die Schiffspassage gesichert wäre (mit genauer Angabe des Schiffes, Datums und Beförderungsweges) und zur gegebenen Zeit Quotennummern vorhanden sind."

"In Vaters Antwort auf den 13er Bogen haben wir momentan nichts getan, da in der jüdischen Zeitung eine Notiz stand, daß für Besitzer Deutscher Quote, die im Nov. 1938 registriert haben, in den nächsten Tagen und Wochen der 20er Bogen zugeschickt wird, der von der I.K.G. It's not just a sheet of paper or a numbered page of a document, since it is some sort of questionnaire that is filled out: "Auf dem 13er Bogen konnten wir die Anfrage nach dem Affidavitaussteller nur mit 'Schindler' beantworten, da wir Näheres nicht wußten."

disagree  Susan Starling: That's not what the -er ending means in German; the "13th sheet" would be der 13. Bogen (for example). I'd think e.g. "(on) Form 13", "Form 20" would be more fitting.
