ich übersetze gerade einen Text für einen Hundezuchtverein, in dem es um ein neues Gesetz im Bereich "Qualzuchten" geht. Ich habe in den Glossaren "breeding of defects" gefunden, bin mir aber nicht ganz sicher, ob das in diesem Zusammenhang auch passen würde. Hier ein paar Textauszüge:

Es ist verboten, Hunde auszustellen oder Ausstellungen mit Hunden zu veranstalten, bei denen erblich bedingt die Haltung nur unter Schmerzen oder vermeidbarem Leiden möglich ist oder zu Schäden führt.
Tierschutz Hundeverordnung § 10 Satz 2

... Während der Grundgedanke, das Tierwohl durch verbindliche Vorgaben zu fördern, tatsächlich nur begrüßt werden kann, trifft die Auslegung der mit der Umsetzung der Verordnung beauftragten Veterinärämter aber auch Rassehundezuchtvereine, die sich selbst schon der Bekämpfung erblicher Defekte und Dispositionen verschrieben haben.

I realize "puppy mill" doesn't sound super official and there might indeed be a term of art in the breeding world, but this is the first thing I thought of in your context. If you google "breeders" vs "puppy mills" you'll find a lot. For your context you might be able to say something like "registered breeders are not puppy mills!"
