Is the ribbon-cutting ceremony in Germany done using white ribbon, rather than red ribbon as in English-speaking countries? Or does this mean something else?

In Germany there is no standard color for the ribbon. I have seen several where the colors of the state were used for public buildings. See image below.

It doesnt seem to be a fixed expression in German either. I guess possibly if you had a caption for a picture of someone cutting a white, red or purple ribbon the colour could be mentioned, otherwise dont see any need for it!
