I guess what they mean is simply "langsamen", but perhaps they feel "langsamen" is too negative. Any suggestions on how to say this without using "slow"?

You're perfectly right about slow, time-consuming or lengthy are too negative. Zeitlich gedehnt is langsam as in "Gut Ding will Weile haben", it's something that contributes to the superiority of this welding method. I'd suggest extended welding time or something to that effect.
