The large diameter (step) requires some expertise with an endmill/cutter grinder I would think : I'm not too sure that the term "pilot point" is one that is still used today. However it does bring to mind two types of drills. A multidiameter drill, also known as a subland or step drill (not the sheet metal kind), is used for countersinking screws and/or chamfering but not for through drilling.
