I do not wish to pick a bone with Olaf -- whose instinct is, by the way, dead on -- I just wish to point out that *Maßnahmen* is often translated in unreflected manner as *measures*, whereas the latter term has a sort of a bureaucratic edge to it (thus very popular in EU publications). I would therefore opt for the more colloquial *actions* (or the collective *action*), particularly in contexts referring to private enterprise.

but I think it's more a case of 'taking steps' toward a goal instead of 'measures' (with its ring of 'enforcement')
