A person may serve as a member of the Supreme Court or the Supreme Administrative Court only if he holds currently, or has held previously, an appointment as a permanent salaried justice of the Court. I am not absolutely certain, but it seems to fit, especially in light of the cited comment of Galbraith (at least as I understood the comment). |

secure civil service position Explanation: In the context used by in the text book, I think this is about the willingness or reluctance of people to acquire and hold security civil service jobs as affected by inflation etc. So the context is 'security'. |

civil service career positions Explanation: Your examiners were right to reject "tenured civil servants" since the term isn't used in the US civil service system. After a probationary period a civil servant obtains "career status." I retired from the US civil service a few years ago. I don't think you need to translate "festbesoldet". The Federal Civil Service System includes all appointed positions in the Executive, Legislative, and Judicial branches of the Federal government, except for military positions in the uniformed services. The positions they hold can be permanent, term (more than one year but less than four years), or temporary (less than one year). The Civil Service consists of: -- Competitive Service Positions -- Excepted Service Positions -- Senior Executive Service (SES) Positions If candidates are successful in getting selected for a position, they are generally given a Career Conditional Appointment.
