From a technical data sheet describing the properties of a paint:

Does anyone know how this is referred to in English in the trade? I know what PU is, but somehow it doesn't sound right to speak using this (or anything else) to "reinforce" or "strengthen" paint.

I would simply ignore the word "Verstärkung" in this context and translate it as "through addition of PU" as it is obvious here that this improves the properties of the paint, especially as regards the whiteness.
