This is dealing with a screed applied over a floor that is heated by an infloor radiant heat system. I imagine they are saying gradually lower the temperature of the heating system until the screed is cold.

would by my shot; I don't think you have to do anything but turn off the heat...IOW, "allow it to cool down".
