agree  Michele Johnson: I'd say "greenfield approach"; do a search on google with the phrase in quotes. It's only an "approach" IMO; whether the approach works as a solution generally remains to be seen.

I would never have known what "greenfield" is, although the term seems to in fact be used. This alternative is a bit more descriptive; everyone will understand "clean slate."

If this refers to urban planning, they may be referring to the use of open, green lots to cheer up derelict urban sites.
