Looking at the image provided by the asker I am inclined to think this is the paper clip/release device attached to a clipboard. The patent registration page I indicated has the name as Paper Clip and Binder Device. WHat else should it be called? And where might one find it?

Typical case of something that doesn't exist (at least in the US, for what it's worth - binders have 4-hole instead of the (Leitz) 2-hole punch patterns); and a paper clip is a Heftklammer here

THis might be it - check out number 6 and 8 on this list they are the same patent with Eng/Ger registration

Reflecting on Teresa's comments I think that this is obviously the 'paper fastener/release mechanism' used on a clipboard. The clipboard is key to the device being called a paper clip and binder device. It collects (binds) and fastens (clips) the paper to the board.
It is not a Heftklammer as in the little plastic or wire device to hold loose sheets of paper together.

It means that 1) I know that this is not a normal paper clip and 2) I think the illustration provided by the asker is obvious and identifiable as what I have suggested.

I would tend to call it a "punch binder" since both bound files and binder itself is hole-punched
