Es wird zunehmend schwierig die Frage zu beantworten, wo ein Unternehmen anfängt und wo es aufhört. Not entirely sure, but I think this should be read as "Ausgliederung" and "Virtualisierung von Geschäftsbeziehungen", which would seem to make sense. In which case, "outsourcing" is the term you want I think.
