Explanation:
Would be a tentative suggestion. The term seems to be a new one (I can't find it anywhere on Google) but from the context the difference appears to be one of scale - the Landwirte are farmers and the HHW are smallholders.

Silvaia's suggestion seems to me to fail since "management" can't be used in the plural, and "farming businesses" would be the Agrarbetriebe.

Anyway, recently came across this term at a conference where we interpreters were asked to translate it as "Home and Farm Management"

neutral  Armorel Young: But Wirtschaften is clearly plural, and "management" can't be made plural in English - each Wirtschaft is an individual business and this needs to be conveyed in the answer.

  -> You stressed it already: the asker will find a way around it. In Italian we translate news (sing) wit notizie (pl) and don't say un pezzo di notizia, but *notizia" for the single item, so what's the problem? Use business instead, ok!
