scatter in this context means that the advertising was not targetted at a certain selection of potential clients - targeted advertising is often executed, for example, in a trade journal, whereas scatter advertising in a daily newspaper - this means that the potential readers may or may not be interested in the product. A computer manufacturer advertising in a computer magazine (where the readers are probably all interested in computers) will have lower scatter losses (costs wasted on readers who are not interested).
