I think this usually just means to pass costs on or recharge (?) them:
'Bei tatsächlicher Überrechnung aller Kosten der VBW an die KMV wäre der Gesamtertrag von 8,28 Mio.EUR wesentlich niedriger'
But there does seem to be a bizarre Austrian element in play (see link to LEO)
