I assume that's what the author is referring to, that the loans are in some way favourable to expenses. Low instalments is the only thing I can think of.

agree  RobinB: Though I’m not entirely happy with “redemption loan”, as my understanding of the mechanics is that it’s really a “deferred redemption” loan. But I never qualified for these loans under the KfW programs, so can’t say from first-hand experience.

You have to read this as "Die Aufwendungsdarlehen und die zinsbegünstigten Darlehen" (not: "Die aufwendungsbegünstigten und die zinsbegünstigten Darlehen", as there is a capital "A" at the beginning of "Aufwendungs-").
So both types of loan are loans with low interest rates.
