What is the correct translation of "Bestand" in this context? "Portfolio"? Or maybe "existing number of unfinished buildings"?

Diesen allgemeinen Begriff könntest Du auch hier verwenden - die Präzisierung "(construction) projects in progress" wäre eher unüblich. "Bestand" könntest Du weglassen und schreiben: "Increase/decrease in (contract) work in progress".

agree  RobinB: Or perhaps "construction in progress". At any rate, nix "unfinished", and nix "stock" (which is more of a macroeconmic term in any case).
