Der Steuerberater ist berechtigt, allgemeinen Vertretern (§ 69 StBerG) sowie Praxistreuhändern (§ 71 StBerG) im Falle ihrer Bestellung *Einsichtnahme in die Handakten* i.S.d. § 66 Abs. 2 StBerG zu verschaffen.
If there is one standard English phrase for this whole sentence, please enlighten me. Otherwise, here is my translation attempt with humble request for completion/ correction:
The tax accountant is authorized to provide general representatives (§ 69 StBerG (German Tax Accountant Law)) as well as trustees (§ 71 StBerG) access to the reference files in the event of their public appointment according to § 66 Abs. 2 StBerG.
Sounds very translated to me...
Thanks for any help you can provide!!

access to personal files
I think "access" would work well here, or you might go with "to permit (them) to inspect the personal files."

If that interval averages 20 minutes, then - according to Ketelaar's law - civil servants start creating their personal file. By that I mean what the Germans call Handakten - literally

Comment: "Amazing what a good night sleep can do in terms of lifting the fog off seeming inpenetrable phrases :-) Thanks, Kim, for your confirmation and thanks Kenneth for clarifying the i.S.d. part. You all have a fine day!"

about the translation
IMO 'i.S.d. ...' refers to 'Einsichtsnahme in die Handakten' (or less probably, only 'Handakten'), not 'ihrer Bestellung'. (Your translation implies the latter relationship.)
