Je ne comprends pas ce que "vie en œuvre" signifie, ça n'a pas de sens pour moi et je n'ai aucune idée de sa traduction.

La réalisation d’essais pour informer sur les émissions de substances dans l’air, l’eau et le sol par les produits de construction, en particulier, durant l’étape de vie en œuvre.

The term "vie en oeuvre" is correct, it is one of the product life cycle stages, which in French are: 1 extraction des matières premières et approvisionnement, 2 transport sur chantier, 3 mise en œuvre, 4 vie en œuvre, 5 fin de vie.
In English they are: 1 extraction of the raw materials and procurement, 2 transportation to the worksite, 3 implementation, 4 use and 5 end-of-life

I thought the same but the client said that it was the right term like in this sentence: "Cette déclaration présente de façon synthétique les caractéristiques environnementales et sanitaires d’un produit de construction pour toutes les phases de sa vie (production, transport, mise en œuvre, vie en œuvre et fin de vie)." It seems like it's the effective life or something.

Note that it's not "operating life cycle" as suggested in the Discussion, because it covers periods that are not operational, such as manufacture, sitting around waiting to be used and disposal/recycling.

That's simplistic word-for-word translation. As I've demonstrated in the examples I posted above, one only needs to look at how the two expressions are used to see that usage is identical.
