Asker: That helps. I was stuck on "dispositif" as device or mechanism (fig.), "action" doesn't have a clear predecessor in the text, etc. etc. I can take it from here. Thanks so much, Jeffrey!!

neutral  MatthewLaSon: Literally, "means to help carry out the action" is the meaning. The problem is how to put this into English. "Dispositif" is not "personnel", although they may be part of the "dispositif". Good thinking, though!
