Additional info. This is still the paper on 19th century developments in structural design and is about developments in the study of kinematics.

would sound like the system is awry because the datum point is moving instead of remaining fixed, in which case "action mobile" would be something like a force variation.

If you're using modern-day terminology and concepts, I'd stick to "action", I think, since it might in fact correspond to more than simple loading (vibrations?). Note that sollicitations or "loading" tends to be "action effects" in EuroCode speak ...

The term "action" in French (according to Termium):
An action is: a set of concentrated or distributed forces acting on the structure (direct actions), or the cause of imposed or constrained deformations in the structure. The word "load" is often used in English as an equivalent. If you Google "moving load" there are plenty of references that are evident, especially in bridge design.
