This is taken from a press release on a new embroidery machine. Full para:

"Le guide fil du milieu avec ressort de serrage du fil reprend l’excédent de fil, assure l’équilibre à grande vitesse entre les fils de dessus et de dessous et améliore la tension du fil. Des tubes en spirale, situés entre le support supérieur et la base de tension individuelle, protègent les fils supérieurs contre le vent ou une brise générée par l’air climatisé, et préviennent ainsi de l’emmêlement des fils."

Sometimes it's worth giving the obvious rendering a try, particularly with Google images too. In fact, it's almost always worth giving it a try. ;-) You are probably describing an industrial embroidery machine and probably also have some idea about how tension on a machine is regulated.
