Room for compromise? If väestövastuu is a key concept (e.g. compared with some other way of organizing health care) and the term occurs often, you could start with a lengthier explanation based on Tarja's suggestion to define a shorter term such as Spencer's suggestion, and use the shorter term thereafter. If it's not a key concept, you could take a cue from the Duodecim Finnish–English dictionary, which seems to treat it as synonymous with primary care in Finland (väestövastuulääkäri – family doctor, personal physician; väestövastuujärjestelmä – family doctor system, personal physician system).

This is quite a clumsy expression, but seems to be used at least in the research context (e.g. of nurses' experiences, public health nursing etc.) in reputable journal articles, dissertations etc.
Example sentence:

Later the system was developed more towards so-called population responsibility (väestövastuu), a model whereby a team of doctors and nurses is responsible for the health care of a geographically specified population.

Finnish public health nurses' experiences of primary health care based on the population responsibility principle.
