What is the grammatical subject of ".. shall be designed"? I think this sentence is not fully correct.

Another error Nothing to do with your question but it should be 2700 lbs. not ft./lbs. Pounds is a force/weight whereas ft. - lbs. is a torque.

OK this is the preceding sentence: "Anchor points may be permanent (specifically designed) or temporary (suitable structural members) capable of supporting 2700 ft./lbs."

Context! In particular, I think we need the start of the sentence preceding "unless".
I think that there is a comma missing (probably after "arrest") and that i.e. should be e.g. but I can't be sure without the beginning of the sentence.

This is the sentence from hell but discarding the side comments clears it up a bit. Also, the dot after lbs indicates an abbreviation, not the end of the sentence.

Anchor points may be permanent or temporary or shall be designed, installed and used as part of a complete personal fall arrest system which maintains a safety factor of at least two.

Now we can see that the subject is the anchor points.
