It's a bit bit of all the three above (like a harnessing a horse to pull your wagon. Sometimes it can also mean control something that is natural or wild (harness energy, for example), but that doesn't make a lot of sense here.

agree Charles Davis : Yes, good explanation. To me "coordinate" (or perhaps "channel", to change the metaphor) is the main idea, as you harness a horse to direct its energy into useful work.
