(power goes to "smaller" authorities)

In layman's terms, it means that smaller authorities, like cities, towns, or small businesses can make their own regulations rather than a big, central entity (overall country or a major corporation). Emphasis on the business examples for your context.

Hence "major corporation" and "emphasis on the business examples." The link explains decentralizion of all types in layman's terms for several applications. The last (post) sentence implies, without further context, that these could be being referred to.
