neutral Ashar : Your added note is a bit closer to it though incomplete. These are the parents who avoid the "Financial responsibilites of their children deliberately". Sometimes termed as criminals by US courts. "بچوں کی مالیاتی ذمہ داریوں سے کنارہ کش والدین"
