as far as I know the scale should be mentioned in proportion to the real size,i.e. 1:100, 1:10, 1:1 etc...
but in this spesific case of boat construction, does "scale one" refer to 1:1 scale?

It does not sound like usual but it is possible to construct a model on SCALE ONE (meaning scale 1:1). But I RECOMMEND YOU TO CHECK with client if there is a missing source text, as it can be "Scale One to XXXX". Otherwise (if no erroneous source text) "scale one" can be translated. You can consider a car model on 1:1 scale which you can see in Auto Shows as concept cars which are not being produced at that time. It may applies for boats those not so big.

Asker: Thanks for your explanations... The expression is repeated in another sentence as "scale one" (we will install the cupbords in scale one model for you) so i thought it might be a special term but apparently the only fact is that the person thinks this is the way how to refer to scales.
