Explanation:
Yo interpreto "unity" como el núcleo de la frase y "priority accorded party" como un modificador.

Es decir que como los cambios pequeños pueden hacer que la oposición tome el control de la cámara, la unidad del partido predominante se vuelve aún más fuerte para que no ganen los otros (puesto de manera simple y bastante burda :-)
