Pensando de nuevo en mi respuesta, creo que dependerá del contexto al que se refiera - si se trata de nuevos clientes obtenidos, creo que estaría bien traducirlo por "cuota de mercado", pero si se refiere a la creación de nuevos negocios (por ejemplo, si se trata una franquicia) creo que tu opción de "cuota de negocios nuevos" sería una buena opción. Con el texto que has añadido, no me queda clara la diferencia.

During 2021, Participants will be assigned one or more of the following Quotas: New Business, Cloud Transition Quota, Services Quota, and Renewals Quota. A Participant’s TIC will be apportioned between his/her assigned Quotas as set forth on the Participant’s SGS. New Business: Quota Credit is determined as follows:
