I have this agreement for "FOR ELECTRO-MECHANICAL COMMISSIONING WORK" and I am not sure what the word commissioning means here. Does it mean start-up or approval? Because it can mean both "idriftsettelse" and "ferdigstillelse" and I don't know how to translate it.

I think start-up of an electro-mechanical system/installation is probably what is meant here. More like "idriftsettelse" than "ferdigstillelse".
