Penso che si intenda un fissante per rossetto che puo' essere brillante o meno e che viene applicato sopra il rossetto. Ossia un prodotto che prolunga la durata del rossetto sulle labbra intensificandone il colore (shade enhancing).
HO trovato un recensione della Clinique per uno smalto "intensificante del colore" e penso che funzioni anche per un rossetto.

prima di lanciarmi in una diatriba, sei sicura che top coat si riferisca al rossetto? Anch'io ho trovato "top coat" (lasciato in italiano) in riferimento agli smalti (anche nel link riportato da Chiara si parla di smalti e non di rossetti). Vedi questo sito, in cui troverai sia top coat riferito agli smalti per unghie, sia brillante per labbra:

Tuttavia, se si tratta davvero di un rossetto, non vedo di cos'altro si possa trattare.

I cannot pretend to know more about lipstick than Giovanni and Chiara (Respect!), but it appears to me that if the wording on your carton is "The Shade Enhancing Topcoat" then this phrase should not be translated. Whaddya think?
