English term or phrase: fish scaring chargers
I came across this strange term in one of my translation assignments, but I don't seem to be able to decypher what it means. I am also looking for the correct Hungarian term for this.

The sentence goes as follows:
"In all clearance activities, special technical and environmental standards (for example under qualified marine mammal observers' supervision prior to any clearance operations, fish scaring chargers and other equipment are used to displace fish and marine mammals) are implemented in close cooperation with the competent national authorities."

Engineering analysis based on the effects of underwater explosion has shown that a mine free “security corridor” 25 metres either side of the pipeline is required to ensure its integrity. The analysis was performed by Nord Stream’s design contractor, SES (Saipem Energy Services) and verified by the certifying body Det Norske Veritas (DNV). Passive Acoustic Monitoring for Marine Mammals will be employed.

Prior to any clearance operations, a survey for fish shoals will be conducted.
