The context is an SOP for a unit providing emergency relief in the United States. After a disaster has been handled to completion, the units are demobilized (they aren't broken up - they simply stop functioning until the next disaster.
How would we say this? I thought of קיפול but I'm not sure if it isn't too colloquial.

As far as I know, there is no direct translation to demobilization.
Besides, mobilization is גיוס
therefore, demobilization is שחרור.
This fits also the situation that you describe. The unit is not necessarily broken up, and can be re-mobilized on call.
