foiling = foil stamping
"Foil stamping, (also known as foil application) typically a commercial printing process, is the application of metallic or pigmented foil on to a solid surface by application of a heated die onto foil, making it permanently adhere to the surface below leaving the design of the die."

"The Foil xpress (AP) is a cost effective fully automatic digital foiling solution for any size organization. Print directly from PC onto diaries, theses, book and report covers, photo albums and photo items, greeting cards and specialty items and gifts."

The technology in a laminator is also changing. Some will offer spot UV varnishing, the ability to layer a gloss film on top of a matt film to enhance standout. And many are now including the ability to apply a metallic foil on top of a laminated film. Lamination is the least of it.
Autobond, as the leading UK manufacturer of laminating machinery, is among those producing machines with this capability. “We can add the foiling head for less than £5,000,” says managing director John Gilmore. “And we have ensured that it is capable of indexing, moving the reel of foil back slightly, so that users do not throw away huge amounts of expensive foil.

so it is a "head" = part of a printing machine, and it's about "metallic foil" applied on top of the lamination.
Presumably Asker can tell us if this is talking about actual printing machines, or something else?
Going back to LP sleeves, some of mine say "Laminated with Clarifoil" — which is almost a guarantee it is going to peel off later!
they are offering to print "papier à en-tête" where the "header" is made by "foiling" - far more impressive than just plain print.
But to be sure of anything, some additional context would be VERY useful.
What exactly is this "managing director xyz" selling? Printing machines or printing services?
