"Co-operation between plot-holders will go down" is pretty clear to me, and before answering, I did some research, which confirmed what I thought.

Its the sort of activity that lends itself to co-operation and contact. Local allotment sites ... You will need to respect your fellow plot holders. Tenants have a duty of ..."
My translation is definitely NOT guesswork.

une suggestion compte-tenu du contexte :
In the second round, the quality of the produce will be taken into consideration. Well maintained communal buildings will also gain points, as will evidence that wildlife is catered for with the provision of such things as small areas of nettles for butterflies, and log piles for small mammals, frogs and toads. Sites which show a strong community spirit and co-operation between plot-holders will go down favourably with the judges.

: Is theer a way of working into this the idea that these are specifically allotment gardens (at least, I assume so?) — 'jardin communautaire' in CA.

: the term to translate is about ownership/possession, not about what is being done on these plots of land.

Discussion
No one would much talk about "co-operation between plot-holders" in some other context.
Also "détenteurs de parcelles" means exactly "plot-holders" anyway.
