"plot-holder" + "co-operation" => 99.9% probability that it's about small allotments.
No one would much talk about "co-operation between plot-holders" in some other context.
Also "détenteurs de parcelles" means exactly "plot-holders" anyway.

Plot Yes, of course it could be an allotment. In fact, it most probably is, and I know perfectly well about London allotments - one in SE25 used to be maintained by me! But just because it's the most probable context doesn't mean it's THE context. Only the Asker knows for sure what the context is in this question.

@ Didier Fourcot London is full of plot-holders (well, except Central London). It's exactely what it says on the tin: they are "holders" of "plots" (small bits of land). The land belongs to the Local Authority (la municipalité), and plot-holders are "holders" not "owners".
Ils sont en possession des parcelles - ils les occupent (ils les louent), mais n'en sont pas propriétaires. De même qu'un locataire a la possession de l'appartement qu'il habite, sans en être propriétaire.

Really need more context Answerers are having to suppose this, that and the other - that's not the way to a correct answer. Are these allotments? Are they owned or rented? Is there an actual community? Why is there a capital 'W' on 'will' - is this actually one sentence? If so what is the sentence, and the ones around it? What type of document is it? I don't see how anbody can propose anything on such a basis.

La traduction suggérée par FX Fraipont "détenteur" suggère une relation de propriété, il m semble que dans ce type de jardin "ouvrier" ou communautaire les exploitants peuvent aussi être locataires ou attributaires, donc des précisions sur la situation juridique des "holders" pourrait aider à confirmer

"Détenteur" n'implique pas la propriété.
dans ces "allotments" (plots), le détenteur signe une convention avec la municipalité - il n'est jamais propriétaire - le système s'adressait souvent (plus maintenant : les objectifs sont plus sociaux qu'économiques) à des populations modestes.

une suggestion compte-tenu du contexte :

In the second round, the quality of the produce will be taken into consideration.
