That's what I was thinking too: in order to make sense, it should read "XXX brought to adoption by the gvt of Djakarta the creation of a..." But this is only a guess, it should be checked with author/client.

Accuracy? There seems to be something not quite right with the text you have quoted. It may just be that it is written by a non-native speaker of English. However, "project" should be plural, it should be "adoption by" not "adoption of" and even then the sentence doesn't work.
