这个链接里有10种competency areas， 有的是skills，比如1，5，8，10， 这些都不是“职能”，因为它们并不是针对某一个职能部门的；有的competency areas与科室名称重合，但它们仍然属于“技能”， 因为”职能“基本上的意思就是”科室/部门“的名称。因此，这个词组只能翻译为“能力（或技能）领域。
