agree  Ruchira Raychaudhuri: Actually I would choose 'baseline care' over 'nondiscriminatory care' because I think the reference is to at what point of time the support/care is provided rather than to whom it is given.

Explanation:
In this context I would go with 'informal guidance' or 'informal counselling' if it has to do with personal problems.

There are Google hits for 'zero line care' but it appears to be the literal translation of a typically Dutch term. I have never heard it used in all my years in Canada.
