Aart van den End's Property Lexicon refers to 'woningonttrekking' as in 'woningonttrekkingsvergunning' to permit for converting residential property. However, I do not believe this is what is meant in the following sentence:
De Gemeente stelt zich op het standpunt dat dit woningonttrekking isThe Municipality takes the view that this is a conversion of residential property.

We lack context, but I think that your translation is correct. You do need a permit for "woningonttrekking". It appears that the gemeente argues in this case that it had been carried out without permit, i.e. the owner is using the property for otherwise than a dwelling house without having obtained the required permit. The owner probably takes the view that his use of the property is still residential.
