Het gaat over een gezamenlijke strategie die het ministerie van Ontwikkelingszaken met het maatschappelijk middenkader wil ontwikkelen. Ik kan niet op het juiste woord komen... Common? Shared? Misschien wordt het tijd om te stoppen.. Alvast dank.

Can you give the sentence or even paragraph in which it occurs? Off the top of my head I think joint might be more between two parties and collective between more than two? But not necessarily.

I think "joint" and "collective" in this context can be used interchangeably.

I think in the text you gave, "collective strategy" sounds right; it is a strategy involving and/or devised by several parties.

I might rewrite the sentence starting with "The basic..." in this way: "Dutch policy on development is guided by the basic principles..."

Asker: Development cooperation is something that concerns us all. The Dutch government works at a political level for a powerful and collective strategy to reduce the potential delay in achieving the millennium development goals. The government takes the initiative by maintaining a coherent foreign policy. The basic principles laid out in the policy brief ‘Something that concerns us all’, subtitled ‘Investing in development in a changing world’ (Een zaak van ons allemaal: investeren in ontwikkeling in een veranderende wereld - RA) are guiding Dutch policy on development.
