I am translating a DUTCH language (Belgian) marriage certificate.
Here is the problem paragraph, with the problem word CAPITALIZED:
Op vijftien juni tweeduizend dertien om twaalf uur en veertig minuten, zijn ten overstaan van Ons, [Name of official], schepen, vervangende de ambtenaar van de burgerlijke stand der gemeente Elsene, BELET, ten gemeentehuize in openbare zitting verschenen :
Now, BELET seems to mean "impeded", but does that means that this (substitute) registrar is impeded???
I would appreciate ANY help.

I think that the registrar (ambtenaar van de burgelijke stand) was prevented from acting, which is why the alderman (schepen) performed the marriage.
